Poland is building its own artificial intelligence – PLLuM

The Ministry of Digitization has presented the Polish PLLuM language model and a plan for its development. PLLuM (Polish Large Language Model) is a family of artificial intelligence models for processing and generating texts in Polish. 

PLLuM is not a single model, but a whole family of models with different applications. It consists of 18 versions that differ in the number of parameters and purpose. The models can be divided into: base models that undergo language adaptation and understand Polish, and instructional models trained to perform specific tasks based on instructions. 

The project was commissioned by the Ministry of Digitization, which owns the results and controls the development of PLLuM. The project has so far been implemented by a consortium of six entities, including: 

  • Wroclaw University of Technology (project leader) 
  • Institute of Computer Science Foundations of the Polish Academy of Sciences 
  • Institute of Slavic Studies of the Polish Academy of Sciences 
  • Scientific and Academic Computer Network (NASK-PIB) 
  • Information Processing Center (OPI-PIB) 
  • University of Lodz 

PLLuM in public administration 

In 2025, PLLuM models will go to selected public institutions, and their first implementation will be integration with the mObywatel application. This will allow users to get faster answers to questions related to official procedures. 

What’s next? The future of the AI ecosystem in Poland 

  • The PLLuM project is only the beginning of building the Polish AI ecosystem. The next steps include: 
  • Deployments in administration – testing and adapting models to official applications, 
  • Hive Consortium – a new Polish AI initiative to develop PLLuM and further models, 
  • Integration with search systems – in the future PLLuM will be able to use up-to-date web data. 

The Ministry of Digitization will provide the consortium with a grant of PLN 19 million to further develop the project. The leader of the HIVE consortium – the IS Research Center at NASK – will coordinate the implementation of PLLuM in public administration services. 

In 2025, the PLLuM consortium will be joined by the Central Informatics Center, which will implement the model as a tool for officials and in mObywatel system. A virtual assistant will be added to the app, making it easier for citizens to use public administration services. Meanwhile, the Academic Computer Center CYFRONET AGH, which has a state-of-the-art computing infrastructure including the fastest supercomputer in Poland, will provide computing power for teaching models and making them available. 

The development of the project and the involvement of new partners – the Central Informatics Center and CYFRONET – are paving the way for even wider application of AI in everyday life.
