Nicolaus Copernicus Superior School

National Congress of Constitutional Law Departments and Institutes

Representatives of Nicolaus Copernicus Superior School took part in the 67th Congress of Constitutional Law Departments and Institutes, held on June 9-11, 2025. This year’s event was hosted by Lazarski University. It is the largest and most important conference devoted to constitutional law in Poland.

The congress is a key forum for representatives of academia, legal practice, and those interested in the development of constitutional law. The event brings together eminent scholars, judges, attorneys, legal advisors, notaries, and other legal professionals, providing an opportunity for the exchange of views, inspiring discussions, and the formulation of legislative proposals.

This year’s deliberations focused on the topic of local government from a constitutional perspective, enabling an assessment of Polish political solutions in the context of European standards and contemporary challenges of decentralization.

The aim of the congress and the accompanying panel discussions was to conduct an in-depth analysis of the adequacy of Polish constitutional solutions to the challenges posed by a modern decentralized state. Particular attention was paid to European standards, as defined in the European Charter of Local Self-Government, and their impact on the shape of Polish local government legislation.

The event also included discussions on the essence of decentralization, its limits, and the current challenges facing local government in the context of dynamic changes taking place at both the national and European levels.
