On urban planning under new rules

Nearly 200 people – representatives of county offices, cities and municipalities – participated in a training course on the practical possibilities of applying new regulations and tools in shaping local government spatial policy, held at the Nicolaus Copernicus Superior School. 

“The new Law on Spatial Planning and Development – the creation of general plans” was the topic of the training organized at the Nicolaus Copernicus Superior School in cooperation with the Union of Polish Local Governments. 

It was conducted by representatives of the Ministry of Development and Technology: Michał Gil, Director of the Department of Spatial Planning and Anna Michalik, Deputy Director of the Department of Spatial Planning. 

During the training, the legislative changes introduced in 2023 were comprehensively discussed. The scope of the general master plan and procedures for its adoption were presented, as well as changes in public participation. New rules for issuing zoning decisions were explained. 

Under current regulations, local governments must prepare municipal general plans by the end of 2025. A draft amendment to the Law on Spatial Planning and Development has already been added to the government’s legislative agenda. The amendment will extend the period of time that municipalities will have to prepare general plans. It will also allow municipalities to complete their general plans without suspending the issuance of zoning decisions.
